Summer 2013 Sewer Credit Application
The sewer credit is for City customers with sewer & water service active on their utility bill.  The sewer credit is based on their average usage from Sept-May.  Example if someone’s average is 3,000 gallons and they use 6,000 gallons in June, they will be billed 6,000 on water and 3,000 on sewer.  The credit is given only for the months of June, July & August.

Our local harbinger of spring . . . the Norway Spring is on and open to the public! It's been tested as being one of the best tasting, clear, free-flowing waters in the state, and is located just west of Norway on Highway 2. Just bring your jugs to fill up.
ORV's in the city limits
To operate an ORV in the city limits of Norway without a guardian you must be:
18 years old or possess a valid driver's license and ORV Safety Certificate. Violaters will be cited with fines and fees in excess of $100.

Riding adjacent to the railroad tracks is trespassing on railroad property and subject to charges.

Copies of the ordinance & maps are available at the Norway Police Department during regular office hours.

Complete Streets
Communities across the country are recognizing the importance  and safety of complete streets in their neighborhoods. The Norway City Council adopted a Complete Streets Resolution on Monday night, May 21, 2012 and has joined a national movement to make streets safer for all its users. 

Complete Streets promotes design principles that result in safe, accessible, and convenient  access along and across roadways  for all types of transportation  users - including pedestrians,  bicyclists, and transit riders.  The resolution is nonbinding  and encourages local transportation planners to consider pedestrians and bicyclists when planning  and implementing transportation  projects.

The resolution  also highlights that an investment in Complete Streets can offer  long-term cost savings and result  in many community benefits.  Complete Streets can help make  a community more sustainable,  livable and economically viable  by sparking economic development,  improving public health  and reducing air and water  pollution.  The Complete Streets resolution  "signifies that local decision-makers are thinking innovatively about how to transform the community into a more vibrant and  welcoming place," says Ray Anderson, Norway City Manager. 

The Building Healthy Communities Coalition (BHCC), a diverse group of advocates, nonprofits,  private and government  agencies support and advocate  for accessibility and active living  policies and programs throughout  Dickinson County. The BHCC is currently working with the City of  Norway on Complete Streets initiatives  and trail development  within the community. The Coalition advocates for Complete Streets to support the vision of creating a healthy Dickinson County that provides safe and inviting public spaces where people of all ages and abilities can easily integrate fun, physical activity into their everyday life.

Sidewalk Replacement Program
This is an ongoing program in our city. The resident pays for the concrete (material), and the city pays for the installation (labor). The city will do the installation of the sidewalk as soon as they can, schedules permitting.

Adopt-a-Park Program
This is an ongoing program in our city. An organization, individual, or group of individuals can adopt-a-park or sections of a park and do specified maintenance. The individuals need to sign an agreement with the City so the City knows what is happening, when, and where. In turn, the City will identify them as an Adopt-a-Park participant.
